Standardisation is one of the major activities of OISD. It is required to keep abreast of the latest design and operating practices in the areas of safety and fire fighting in the hydrocarbon processing industry in the world which necessitates development of standards that would be suitable for the conditions prevailing in India. These OISD standards are periodically reviewed to incorporate the latest technological developments and experiences gained in their implementation so as to update them in line with the current international practices.
OISD standards have been included in various statutory regulations.
External Safety Audit (ESA) are conducted of onshore & offshore E&P installations, refinery, gas processing plant, central tank farm, LNG Terminal, Petrochemical plant, Cross country pipeline, SPM, Port, LPG Bottling plant, LPG import facility, POL Depot/ Terminal, Aviation fueling station & Lube blending plant on periodic basis to check and review whether the safety measures are being followed by the industry as per the laid down standards and to identify areas of noncompliance/ improvement.
In addition, Surprise Safety Audit (SSA) are also carried out of these installations on need basis.
Audits are carried out by a multi-disciplinary team of experts drawn from the industry in which focus is laid on critical examinations of safety management system viz. management policy, management attitude towards safety, operating/ inspection/ maintenance procedures, emergency preparedness plans, usage of personal protective equipment, fire/accident records, fire protection etc.
Other than ESA/SSA, OISD conducts following:
Compliance of audit recommendations is carried out quarterly through a well-structured mechanism set up at OISD. In addition to regular monitoring of long pending recommendations at OISD by holding joint meetings with the industry, the status of such compliance is also deliberated at the Apex level i.e. in the Safety Council meetings wherein CEOs of all the Oil & Gas Industry both PSU as well as Private/JV companies are duly represented.
Off-shore Safety Regulations: Petroleum & Natural Gas (Safety in Offshore Operations) Rules, 2008 are notified in the Gazette of India under Oil Fields (Regulation and Development) Act, 1948 to regulate safety in offshore oil and gas exploration, drilling, production and related activities and Oil Industry Safety Directorate is designated as Competent Authority to exercise the powers and functions as stipulated in these rules vide Gazette notification issued in June' 2008. The Directorate, under the provisions of these Rules, accords consent for operation of offshore installations in line with goal setting approach at par with international practices.
Training Programme / Workshop: Technical workshops covering all activities of hydrocarbon sector are organized to discuss latest developments, sharing of experiences etc. Case studies of major incidents are presented/discussed to prevent recurrence of similar incidents. Internal auditor training with field visits to the oil and gas industry is conducted to enhance auditing skills of internal auditors. Conferences, Seminars and Webinars (Suraksha Samwad) are organized for the purpose of cross learning with active participation of experts from various fields.
Accident Investigation & Reporting: OISD investigates major accident taking place in the oil industry and issues the report. OISD maintains a database of accidents. The analysis of these incidents is shared with the industry to avoid recurrence.
Dissemination of information: Case studies & safety alerts, based on accidents analysis, and other information related to safety improvements are published on OISD website and shared with industry through OISDs publications “CASE STUDY”, "SAFETY ALERTS" and “Suraksha Chetna”.
Communication Channel Between OISD and Oil & Gas Industry
To facilitate timely and effective coordination between the Oil & Gas industry and the OISD, senior level officers from the industry are nominated by the Chief Executives of the respective companies. These senior officers are called THE PRINCIPAL PANELISTS, who act as overall coordinator on behalf of their organization/ division. All principal panelists are members of OISD's Steering Committee.
