OISD Pipeline section primarily deals with External safety audits of various types of pipelines carrying crude oil, products, LPG, Natural gas and other Hydrocarbons like Ethane etc. Pipelines are of two types Onshore & Offshore pipelines pertaining to Hydrocarbon sector of Government undertaking /PSU or private sector. In Onshore pipelines, there are different types of cross-country pipelines, Jetty pipelines, spur lines/branch pipelines & Inside installation pipelines. OISD is involved in safety audit of SPM (Single point Mooring) installation & its connected offshore pipelines & onshore pipeline up to tank farm. OISD Pipeline section is also involved in safety audit of pipelines inside the premises of POL installation, LPG installation and Refinery (if receipt of crude oil to Refinery tank farm is through pipeline / SPM).
Various activities are carried out by this group viz. Safety Audits (ESA/SSA/PCSA), standard development and revision, Investigation of accident/incident and Knowledge dissemination in order to maintain high degree of safety in the Oil Industry.
OISD follows frequency of ESA based on risk of pipelines i.e. every 3 years for old pipelines of age more than 25 years and offshore pipelines and every 4 years for all other pipelines.
Pipeline section is carrying out External safety audits of 12 Nos. major ports of India as per request from Ministry of Shipping & water ways.
Pipeline section also monitors recommendations given to industries on quarterly basis in the OISD portal for compliance by the industry. Long-pending recommendations are reviewed at regular intervals for their closure. If not closed, the points are reviewed at yearly Apex body Safety council meeting.
